WASHINGTON (AP) ? A key Democratic senator says a deal on reforming immigration could stall over how to define border security and a path to citizenship for illegal immigrants.
Sen. Charles Schumer of New York, a leader in bipartisan negotiations, says another major obstacle is reaching agreement on a guest worker program ? something business wants and organized labor has concerns about.
Schumer and the other seven senators who proposed an immigration bill blueprint this week want assurances on border security before a path to citizenship can begin. Republicans say they can't support a bill without that.
The Senate working group has been meeting this week to discuss how to define border security. Schumer says lawmakers envision allowing the Homeland Security secretary final say on whether border security criteria have been met.
MOGADISHU, Somalia (AP) ? The Somali government has charged a woman who has said she was raped by security forces, according to an international human rights group, which says the case is politically motivated.
The group said a journalist who interviewed her was also charged.
Human Rights Watch said three other people including the woman's husband were charged with assisting the alleged rape victim to evade investigators. The rights group said in a statement Wednesday that Somali government should drop the politically motivated charges.
The woman was charged in Mogadishu court Tuesday of insulting a government body, inducing false evidence, simulating a criminal offense and making a false accusation while journalist Abdiaziz Abdinur has been charged with insulting a government body and inducing the woman to give false evidence.
Under the Somali penal code Abdinur faces up to four years in prison for the first charge and two years for the second. The charges against the woman carry punishments of up to three and six years respectively, according to Human Rights Watch.
Rights groups say the arrests are linked to an increase in media attention due to reports of the high prevalence of rape and other sexual violence in Somalia, including attacks allegedly committed by security forces.
"Bringing charges against a woman who alleges rape makes a mockery of the new Somali government's priorities," said Daniel Bekele, Africa director at Human Rights Watch.
Rape is rampant in Mogadishu, where tens of thousands of people who fled last year's famine live in poorly protected camps. Government troops are often blamed.
"The police 'investigation' in this case was a politically motivated attempt to blame and silence those who report on the pervasive problem of sexual violence by Somali security forces," Bekele said.
Attempts to contact officials from the Somali government for comment were unsuccessful. Most government officials evaded calls and questions from an Associated Press reporter.
CAIRO (AP) ? Egypt's liberal opposition leader on Wednesday called for a broad national dialogue with the Islamist government, all political factions and the powerful military, aimed at stopping the country's eruption of political violence that has left 60 dead the past week.
Nobel Peace Prize winner Mohamed ElBaradei's appeal appeared to be aimed at responding to a sharp warning by the head of the armed forces a day earlier that Egypt could collapse unless the country's feuding political factions reconcile.
But so far the opposition National Salvation Front headed by ElBaradei and the government of President Mohammed Morsi have been at loggerheads, with the front demanding Morsi make major concessions as a condition for any dialogue. Morsi has ignored their demands, holding his own "national dialogue" program, mainly with his own Islamist allies.
Meanwhile, violence has spiraled after first erupting in Cairo on eve of last Friday's second anniversary of the uprising that toppled authoritarian president Hosni Mubarak. It since spread around the country, with the worst violence in the Suez Canal city of Port Said, which has virtually declared itself in revolt against Morsi's government.
In response, Morsi declared a 30-day state of emergency and night curfew in Port Said and two other Canal cities, Suez and Ismailiya, and their surrounding provinces. But every night since it went into effect, tens of thousands of residents in the city have defied the curfew with nighttime rallies and marches, chanting against Morsi and the Musllim Brotherhood, which forms the backbone of his rule.
In a Tweet, ElBaradei called for an immediate meeting between Morsi, the defense and interior ministers, the Brotherhood's political party, the National Salvation Front and parties of the ultraconservative Salafi movement "to take urgent steps to stop the violence and start a serious dialogue."
He said stopping the violence is the priority, but stuck by the front's previous conditions for holding a dialogue ? that Morsi form a national unity government and form a commission to amend contentious articles of the Islamist-backed constitution.
There was no immediate response from the presidency or the Muslim Brotherhood on ElBaradei's new call. Morsi was on a brief visit to Germany and was expected back in Egypt later Wednesdsay.
Over the past week, Morsi ignored ElBaradei's demands, and the Brotherhood said they don't accept conditions for talks.
The Front has depicted the unrest as a backlash against Islamists' insistence on monopolizing power and as evidence that the Brotherhood and its allies are unable to manage the country on their own.
Morsi has been holding his own national dialogue program for more than a month, touting it as a chance for non-Islamists to make their voice heard in decision-making. But almost all opposition groups have shunned it as mere window dressing.
Officials in the presidency and the Brotherhood have blamed the opposition for instigating the violence, accusing them of trying to bring down Morsi, Egypt's first freely elected president.
Late Tuesday, Morsi authorized governors of the three provinces to either cancel or limit curfew hours in an attempt to assuage public anger. Suez Governor Gen. Samer Aglan said that he will ease up the curfew while deploying more troops to the streets after midnight.
State policies were aggravating the challenge of high unemployment, setting unsustainable wage minimums and stifling true entrepreneurialism in the country?s labour-intensive clothing manufacturing sector, Centre for Development and Enterprise (CDE) executive director Ann Bernstein told members of the media on Tuesday.
Speaking at the launch of a new CDE publication, 'Job Destruction In The South African Clothing Industry', Bernstein asserted that its findings were a stark indictment of the current approach to collective bargaining by the State.
Bargaining council agreements that were extended to nonparties had resulted in job losses, added report co-author Professor Nicoli Nattrass.
?The imposition of a minimum wage ? suitable for high-wage firms at the top-end of the industry ? resulted in the closure and export of low-wage manufacturing operations. This is a direct result of an alliance between the State, organised labour and larger firms in the clothing sector,? she said.
Some 70% of local clothing manufacturers in the lower-wage clothing sector could not afford to pay their employees the minimum wage and would have to close, the CDE reported.
Further, Nattrass noted that raising minimum wages in labour-intensive industries that compete against firms in low-wage countries, such as China and Lesotho, would affect already-constricted profit margins.
Bernstein added that government?s commitment to the International Labour Organisation?s decent work agenda ? which espoused opportunities for work that would deliver a fair income, equal opportunity and personal freedoms ? was preventing the country from dealing with the challenges of mass unemployment.
?The decent work agenda involves the imposition of labour and industrial policies that makes labour-intensive production, particularly in the clothing production industry, almost impossible,? said Bernstein.
The report alleged that government?s approach to economic growth, which focused on high wages and high-technology manufacturing, was in contrast with the reality of existing market conditions, in which the majority of the workforce was unskilled.
?The current approach to growth simply ignores the fact that millions of South African workers who desperately need employment would be unable to operate in such an environment,? Bernstein warned.
She advocated that South Africa adopt a more differentiated approach to wage-setting that enforced basic standards of employment, but tolerated low-wage employment coupled with productivity-linked pay.
?We need a regulatory framework that is fair for all workers and that encourages investment, creates jobs and expands the skills base,? said Bernstein.
Noting that wages and production costs were rising in China, she added that South Africa should capitalise on the opportunity to expand local manufacturing capabilities to compete for investment moving out of the region.
?If the country is serious about increasing employment, we must stop destroying jobs and deal with the contradictions in current policy,? she concluded.

Facebook wants users to believe it takes their privacy seriously, especially after a settlement last summer?of federal charges that Facebook deceived consumers and forced them to share more personal information than they had intended. As part of the settlement, the Federal Trade Commission requires Facebook to get user consent for some changes to privacy settings. Facebook is?also subject to 20 years of independent audits about privacy.
Michael Richter, Facebook privacy officer for product, writes on the Q-and-A page that "privacy works consistently across Facebook, not just on Graph Search. When you control who you share your information with, you determine who it's shared with across Facebook???including News Feed, timeline and in Graph Search."

ALMATY, Kazakhstan (AP) ? A passenger jet carrying at least 20 people crashed Tuesday near Kazakhstan's principal city, Almaty, killing all on board, the airline and officials said.
The SCAT airline said the plane carried 15 passengers and five crew. The Kazakh Prosecutor-General's office said 21 people were aboard.
Officials said the plane, flying in from the northern city of Kokshetau, disappeared from radar view at around 13:13 p.m. local time (0713 GMT). The airline said the pilot was making a second approach through heavy fog when the plane crashed about five kilometers (3 miles) from the airport.
The Emergencies Ministry said the plane was a Bombardier CRJ200, a two-engine regional jet that can accommodate about 50 passengers.
SCAT said the cause for the crash will not be determined until flight recorder data are examined.
The General Prosecutor's Office said it is opening a criminal investigation into the airline.
Prime Minister Serik Akhmetov ordered the creation of a state commission to investigate the crash.
This is the second major aircraft accident recently in Kazakhstan. In December, 27 people died when an An-72 military plane crashed near the southern city of Shymkent during violent snowstorms.
SCAT, which is based in Shymkent, is banned from flying within the European Union. The company operates regional flights within Kazakhstan, a country of 16.5 million people spread across an area four times the size of Texas.
Only one airline in Kazakhstan, state-owned Air Astana, is authorized to fly to the EU.

THE HAGUE, Netherlands (AP) ? Dutch Queen Beatrix announced Monday that she will abdicate on April 30 after 33 years as head of state, clearing the way for her eldest son, Crown Prince Willem-Alexander, to become the nation's first king in more than a century.
The announcement, in a nationally televised speech, signaled an end to the reign of one of Europe's longest-serving monarchs, whose time on the throne was marked by tumultuous shifts in Dutch society and, more recently, by personal tragedy.
The queen's abdication from the largely ceremonial role had been widely expected, but it is sure to bring an outpouring of sentimental and patriotic feelings among the Dutch, most of whom adore Beatrix. In everyday conversation, many of her subjects refer to her simply by the nickname "Bea."
"Responsibility for our country must now lie in the hands of a new generation," Beatrix said in the speech delivered from her Huis ten Bosch palace just days before she was to turn 75.
"I am deeply grateful for the great faith you have shown in me in the many years that I could be your Queen," she added.
Prime Minister Mark Rutte, a staunch monarchist, paid his respects in a speech that immediately followed Beatrix on all Dutch television channels.
"Since her coronation in 1980s she's applied herself heart and soul for Dutch society," Rutte said.
The timing of the announcement makes sense at multiple levels. It comes just days before Beatrix's birthday, and she is already the oldest ever Dutch monarch: the pragmatic Dutch do not see being king or queen as a job for life. The nation also celebrates the 200th anniversary of its monarchy, the House of Orange, at the end of this year, Beatrix said.
Observers believe she remained on the throne for so long in part because of unrest in Dutch society as the country struggled to assimilate more and more immigrants, mainly Muslims from North Africa, and shifted away from its traditional reputation as one of the world's most tolerant nations.
In her Christmas Day speech in 2010, Beatrix made a heartfelt plea for unity, saying, "with each other we all make up one society."
Beatrix was also thought to be giving time for her son to enjoy fatherhood before becoming King Willem-Alexander: he has three young daughters with Argentine investment banker Maxima Zorreguieta.
Beatrix has frequently said that the best years of her life were her time as a young mother, before her coronation in 1980.
The abdication also comes at a time of trial for Beatrix. This time a year ago she was struck by personal tragedy when the second of her three sons, Prince Friso, was left in a coma after being engulfed by an avalanche while skiing in Austria.
And even in a job that is mostly ceremonial to begin with, the previous government stripped her of one of her few remaining powers: the ability to name a candidate to begin Cabinet formations after elections of the national parliament.
Meanwhile Willem-Alexander, 45, is prepared to assume the job.
He is a trained pilot and expert in the quintessentially Dutch field of water management who has long been groomed for the throne, often joining Beatrix on state visits and sometimes even flying her home.
Willem-Alexander, a member of the International Olympic Committee, courted controversy with his choice to marry Maxima, whose father was an agriculture minister in the military junta that ruled Argentina with an iron fist in the late 1970s and early '80s.
Beatrix's choice of husband, Claus, who died in 2002, was met with resistance in 1966 because he was a German national and the Nazis' World War II occupation of the Netherlands was still an open wound for many who lived through it. But, like Maxima, he won the hearts of his adopted nation and there was a huge outpouring of grief at his death.
Beatrix's reign began in difficult economic times and there were riots in Amsterdam at her coronation, as thousands of demonstrators protesting the city's housing shortages fought pitched battles with police just a few hundred meters (yards) from the downtown palace where she was crowned.
But throughout her reign she was a calming influence on society, particularly in the aftermath of the 2002 assassination of populist politician Pim Fortuyn and the murder two years later of filmmaker Theo van Gogh by a Muslim extremist.
Although she was widely respected for her unpretentious style, it took Beatrix much of her reign to attain the admiration and popularity of her late mother, former Queen Juliana, who was more openly loving toward her people.
But in recent years, personal tragedies exposed a softer side to the queen and brought her closer to her subjects.
Klaus's death took a toll on her, and it was apparent how deep her reliance on the quiet man had been: she was filmed leaning heavily, almost hanging on Prince Friso's arm as they entered the church for his funeral.
In another blow, a deranged loner tried to slam a car into an open-topped bus carrying members of the royal family as they celebrated the Queens Day national holiday in 2010. The driver killed seven people gathered to watch the royals and the brazen attack shocked the nation.
Then, in 2012, Prince Friso ? who had been such a support after Klaus's death ? was engulfed by an avalanche as he skied, plunging him into a coma from which he has yet to wake.
Beatrix went back to her busy official schedule soon after the accident, but it again spurred speculation that her reign could be nearing its end.

(Reuters) - Illinois Governor Pat Quinn on Sunday signed a law allowing undocumented immigrants to apply for driver's licenses, in a move he said would improve road safety.
Undocumented immigrants can also obtain driver's licenses in New Mexico and Washington state, while Utah allows driving permits.
"Despite the stalemate on immigration reform in Washington D.C., Illinois is moving forward," Quinn said in a statement. "This common sense law will help everybody, regardless of their background, learn the rules of the road, pass a driving test and get insurance."
In Washington, Democratic and Republican senators are preparing a bipartisan plan to overhaul U.S. immigration laws. On Sunday, Republican Senator John McCain of Arizona said on ABC's "This Week" program that such a plan could be introduced as early as this week.
Illinois' law will require undocumented immigrant drivers to take a driving test and carry car insurance in a state where an estimated 250,000 illegal immigrants are believed to be driving, supporters of the law said.
Unlicensed, uninsured drivers are believed to be involved in about 80,000 accidents in Illinois each year, resulting in $660 million in damage, according to the Illinois Highway Safety Coalition.
The driver's license legislation met strong opposition from state Republicans when it was first introduced in Illinois. But their position softened since President Barack Obama won re-election with large support from Hispanic voters and Illinois Democrats made big gains in the state legislature.

With his performance against Donald Cerrone on Saturday night, Anthony Pettis made a believer out of many fight fans. One of those who now thinks Pettis belongs in the title shot conversation is UFC president Dana White.
While the next bout for UFC lightweight champion Benson Henderson is set with Strikeforce champion Gilbert Melendez in April, Pettis has set himself up as the obvious next man up.
"I think the Melendez fight is pretty set, but (Pettis is) next. I can't say enough things about the kid tonight. That was incredible," White said in the postfight press conference.
The last time Pettis had a title shot, he had a wrench thrown into the plans. Pettis won the WEC lightweight belt in the promotion's final fight. A title shot was promised to whoever had the belt when the WEC merged with the UFC.
But two weeks after Pettis won the belt, Frankie Edgar and Gray Maynard faced off for the belt. They fought to a draw and Edgar kept the belt, but Maynard was given an immediate rematch.
Instead of waiting for the title shot then, Pettis fought Clay Guida. He lost a decision, and the title shot was gone. This time, he's not going to let the title shot slip through his hands.
"If it's a guaranteed title shot, then I'm waiting. That was my goal this year, and I'm definitely going to wait and get better," Pettis said.
The way title shots have been going in the UFC, there's no way to know if Pettis is making the right call. However, what Pettis is doing is setting himself up as the go-to guy if the UFC needs him. Melendez has had to postpone fights because of injuries in the past, and you never know what could happen as fighters prepare for their bouts.
North Carolina?s employment and discrimination laws would appear to give em??ployees many ways to sue their employers. Fortunately, each has specific requirements, which means employees who act as their own lawyers will have a hard time using them to sue you.
Recent case: Kathryn was a correctional officer for North Caro??lina Department of Public Safety. Two years into the job, she filed a sexual harassment complaint, alleging that a supervisor had har??assed her. Later, Kathryn got into a fight with a co-worker, leading to her termination.
Representing herself, Kathryn sued, alleging she had been retaliated against for filing the original EEOC complaint. Her suit cited several federal laws, plus the North Carolina Equal Em??ployment Practices Act (NCEEPA), the public policy exception to the state?s at-will employment doctrine and the North Caro??lina Retaliatory Employment Discrimination Act (REDA).
The court dismissed each claim. It pointed out that the NCEEPA does not let employees sue to enforce equal employment rights. It concluded that the public policy exception doesn?t cover sexual harassment retaliation. Finally, it noted that under the REDA, employees must complain to the state Department of Labor within 180 days of the alleged em????ployment incident. Kathryn had not done so. Final note: Of course, you shouldn?t ignore North Carolina anti-discrimination laws. Employees often find competent attorneys who are waiting to pounce on employers that let their guards down. If you aren?t familiar with these laws, educate yourself.

Scientists have a proposal to retire all but 50 research chimpanzees kept in US federal labs. The primates would be sent to 'Chimp Haven,' a new chimp sanctuary in Louisiana. Animal rights activists applaud the move.

Government scientists have agreed that all but 50 of hundreds of chimpanzees kept for federally funded research should be retired from labs and sent to a national sanctuary.

The proposal from a National Institutes of Health committee also said all of the chimps should have plenty of room to play and climb.
The NIH Council of Councils Working Group on Tuesday approved the proposal, which also calls for major cuts in grants to study chimps in laboratories and no return to breeding them for research.
Already, nine chimpanzees arrived Tuesday at Chimp Haven outside Shreveport, La., from the University of Louisiana at Lafayette's New Iberia Research Center, which no longer has an NIH chimp research contract. Seven more are expected Thursday and another 95 will arrive over the coming months, sanctuary officials said.
The federal agency said in 2011 that it would phase out most invasive research on chimpanzees. The new 86-page recommendation describes how chimpanzees should be kept and what will be needed for any future research. Chimps should be used only if there is no other way to study a threat to human health, and the research should be approved by an independent committee with members from the public, said the Council of Councils proposal, which will be sent to the NIH's director after a 60-day public-comment period.
Animal-rights activists said they were pleased by the recommendations.
"At last, our federal government understands: A chimpanzee should no more live in a laboratory than a human should live in a phone booth," the People for the Ethical Treatment of Animals said in a statement.
Chimp Haven was created on 200 acres of a Caddo Parish park in Keithville in northwest Louisiana.
"We should see more than 300 chimpanzees getting moved to the federal sanctuary system," said Kathleen Conlee, the Humane Society of the United States' vice president for animal research issues.
But Conlee said she was disappointed by the recommendation to keep a group of about 50 in case further research on chimpanzees is approved.
"But I'm glad they made clear those animals should be kept to much higher standards than they are currently being kept in," she said.
Chimpanzees should be kept in groups of at least seven, with about 1,000 square feet of outdoor space per chimp ? roughly one-sixth of an acre for a group of seven, according to the proposal.
The space must include year-round outdoor access with a variety of natural surfaces such as grass, dirt and mulch, and enough climbing space to let all members of large troupes travel, feed and rest well above the ground, and with material to let them build new nests each day, the report said.
Chimp Haven's enclosures range from a quarter-acre to five acres, some of them forested and all with climbing structures.
The announcement of its first animals from the University of Louisiana at Lafayette's New Iberia Research Center was delayed a day to keep stress on them to a minimum, officials said.
"Understandably, the chimpanzees are nervous when they arrive, and we do everything possible to ease their stress. That includes limiting the number of people in the area to only those who are required to help with the chimpanzees. We also must minimize the risks of the chimpanzees being exposed to communicable diseases," veterinarian Raven Jackson said in the news release.
A $30 million cap on total spending for construction and care of Chimp Haven's retirees has been looming. That would stop NIH from contributing 75 percent of the $13,000 annual cost to care for each federal chimpanzee.
Conlee said the Humane Society will urge Congress to move money now spent on research contracts to Chimp Haven. The sanctuary gives the animals better care for less money than the labs are paid, she said.

WASHINGTON (AP) ? Thousands of people, many holding signs with names of gun violence victims and messages such as "Ban Assault Weapons Now," joined a rally for gun control on Saturday, marching from the Capitol to the Washington Monument.
Participants were led by Mayor Vincent Gray and other officials Saturday morning, and the crowd stretched for about two blocks along Constitution Avenue. Police blocked off half the road.
Participants held signs reading "Gun Control Now" and "Stop NRA," among other messages. Other signs were simple and white, with the names of victims of gun violence.
About 100 residents were expected from Newtown, Conn., where a gunman killed 20 first-graders and six teachers at a school in December. The rally was organized in response to that shooting.
Once the crowd arrived at the monument, speakers called for a ban on military-style assault weapons and high-capacity ammunition.
Education Secretary Arne Duncan told the crowd it's not about taking away Second Amendment gun rights, but about gun safety and saving lives. He said he and President Barack Obama would do everything they could to enact gun control policies.
"We must act, we must act, we must act," Duncan said.
Del. Eleanor Holmes Norton, D.C.'s non-voting representative in Congress, said the gun lobby can be stopped. The crowd chanted back, "Yes, we can."
Norton said the nation didn't act after previous mass killings, but she said "we the people," won't give up this time.
"We are all culpable if we do nothing now," Norton said
Participant Kara Baekey of Norwalk, Conn., said that when she heard about the Newtown shooting, she immediately thought of her two young children. She said she decided she must take action, and that's why she joined the march.
"I wanted to make sure this never happens at my kids' school or any other school," Baekey said. "It just can't happen again."
James Agenbroad, 78, of Garrett Park, Md., carried a handwritten sign on cardboard that read "Repeal the 2nd Amendment." He called it the only way to stop mass killings because he thinks the Supreme Court will strike down any other restrictions on guns.
"You can repeal it," he said. "We repealed prohibition."
Molly Smith, the artistic director of Washington's Arena Stage, and her partner organized the march. Organizers said that in addition to the 100 from Newtown, they expected buses of participants from New Jersey, New York and Philadelphia. Others are flying in from Seattle, San Francisco and even Alaska.
While she's never organized a political march before, Smith said she was compelled to press for a change in the law. The march organizers support President Barack Obama's call for a ban on military-style assault weapons and high-capacity ammunition magazines as well as for universal background checks for gun sales. They also want lawmakers to require gun safety training for all buyers of firearms.
"With the drum roll, the consistency of the mass murders and the shock of it, it is always something that is moving and devastating to me. And then, it's as if I move on," Smith said. "And in this moment, I can't move on. I can't move on.
"I think it's because it was children, babies," she said. "I was horrified by it."
After the Connecticut shootings, Smith posted something on Facebook and drew more support to do something. The group One Million Moms for Gun Control, the Washington National Cathedral and two other churches eventually signed on to co-sponsor the march. Organizers have raised more than $46,000 online to pay for equipment and fees to stage the rally.
Lawmakers from the District of Columbia and Maryland were scheduled to speak Saturday. Actress Kathleen Turner was expected to appear, along with Marian Wright Edelman of the Children's Defense Fund and Colin Goddard, a survivor from the Virginia Tech massacre.
Smith said she supports a comprehensive look at mental health and violence in video games and films. But she said the mass killings at Virginia Tech and Aurora, Colo., and Newtown, Conn., all start with guns.
"The issue is guns. The Second Amendment gives us the right to own guns, but it's not the right to own any gun," she said. "These are assault weapons, made for killing people."

"These results are truly sensational," says Dr Leck. "If confirmed by other studies, this could have far-reaching impacts on efforts to achieve the political targets for climate."
Temperature rise is levelling off
After Earth's mean surface temperature climbed sharply through the 1990s, the increase has levelled off nearly completely at its 2000 level. Ocean warming also appears to have stabilised somewhat, despite the fact that CO2 emissions and other anthropogenic factors thought to contribute to global warming are still on the rise.
It is the focus on this post-2000 trend that sets the Norwegian researchers' calculations on global warming apart.
Sensitive to greenhouse gases
Climate sensitivity is a measure of how much the global mean temperature is expected to rise if we continue increasing our emissions of greenhouse gases into the atmosphere.
CO2 is the primary greenhouse gas emitted by human activity. A simple way to measure climate sensitivity is to calculate how much the mean air temperature will rise if we were to double the level of overall CO2 emissions compared to the world's pre-industrialised level around the year 1750.
If we continue to emit greenhouse gases at our current rate, we risk doubling that atmospheric CO2 level in roughly 2050.
Mutual influences
A number of factors affect the formation of climate development. The complexity of the climate system is further compounded by a phenomenon known as feedback mechanisms, i.e. how factors such as clouds, evaporation, snow and ice mutually affect one another.
Uncertainties about the overall results of feedback mechanisms make it very difficult to predict just how much of the rise in Earth's mean surface temperature is due to manmade emissions. According to the Intergovernmental Panel on Climate Change (IPCC) the climate sensitivity to doubled atmospheric CO2 levels is probably between 2C and 4.5C, with the most probable being 3C of warming.
In the Norwegian project, however, researchers have arrived at an estimate of 1.9C as the most likely level of warming.
Manmade climate forcing
"In our project we have worked on finding out the overall effect of all known feedback mechanisms," says project manager Terje Berntsen, who is a professor at the University of Oslo's Department of Geosciences and a senior research fellow at the Center for International Climate and Environmental Research Oslo (CICERO). The project has received funding from the Research Council of Norway's Large-scale Programme on Climate Change and its Impacts in Norway (NORKLIMA).
"We used a method that enables us to view the entire earth as one giant 'laboratory' where humankind has been conducting a collective experiment through our emissions of greenhouse gases and particulates, deforestation, and other activities that affect climate."
For their analysis, Professor Berntsen and his colleagues entered all the factors contributing to human-induced climate forcings since 1750 into their model. In addition, they entered fluctuations in climate caused by natural factors such as volcanic eruptions and solar activity. They also entered measurements of temperatures taken in the air, on ground, and in the oceans.
The researchers used a single climate model that repeated calculations millions of times in order to form a basis for statistical analysis. Highly advanced calculations based on Bayesian statistics were carried out by statisticians at the Norwegian Computing Center.
2000 figures make the difference
When the researchers at CICERO and the Norwegian Computing Center applied their model and statistics to analyse temperature readings from the air and ocean for the period ending in 2000, they found that climate sensitivity to a doubling of atmospheric CO2 concentration will most likely be 3.7C, which is somewhat higher than the IPCC prognosis.
But the researchers were surprised when they entered temperatures and other data from the decade 2000-2010 into the model; climate sensitivity was greatly reduced to a "mere" 1.9C.
Professor Berntsen says this temperature increase will first be upon us only after we reach the doubled level of CO2 concentration (compared to 1750) and maintain that level for an extended time, because the oceans delay the effect by several decades.
Natural changes also a major factor
The figure of 1.9C as a prediction of global warming from a doubling of atmospheric CO2 concentration is an average. When researchers instead calculate a probability interval of what will occur, including observations and data up to 2010, they determine with 90% probability that global warming from a doubling of CO2 concentration would lie between 1.2C and 2.9C.
This maximum of 2.9C global warming is substantially lower than many previous calculations have estimated. Thus, when the researchers factor in the observations of temperature trends from 2000 to 2010, they significantly reduce the probability of our experiencing the most dramatic climate change forecast up to now.
Professor Berntsen explains the changed predictions:
"The Earth's mean temperature rose sharply during the 1990s. This may have caused us to overestimate climate sensitivity.
"We are most likely witnessing natural fluctuations in the climate system changes that can occur over several decades and which are coming on top of a long-term warming. The natural changes resulted in a rapid global temperature rise in the 1990s, whereas the natural variations between 2000 and 2010 may have resulted in the levelling off we are observing now."
Climate issues must be dealt with
Terje Berntsen emphasises that his project's findings must not be construed as an excuse for complacency in addressing human-induced global warming. The results do indicate, however, that it may be more within our reach to achieve global climate targets than previously thought.
Regardless, the fight cannot be won without implementing substantial climate measures within the next few years.
Sulphate particulates
The project's researchers may have shed new light on another factor: the effects of sulphur-containing atmospheric particulates.
Burning coal is the main way that humans continue to add to the vast amounts of tiny sulphate particulates in the atmosphere. These particulates can act as condensation nuclei for cloud formation, cooling the climate indirectly by causing more cloud cover, scientists believe. According to this reasoning, if Europe, the US and potentially China reduce their particulate emissions in the coming years as planned, it should actually contribute to more global warming.
But the findings of the Norwegian project indicate that particulate emissions probably have less of an impact on climate through indirect cooling effects than previously thought.
So the good news is that even if we do manage to cut emissions of sulphate particulates in the coming years, global warming will probably be less extreme than feared.
