Eight Atkinson wells have elevated levels of cancer-causing chemical

ATKINSON ? When Kathleen Dowd wants to brush her teeth, make ice cubes or boil water for pasta, she turns to bottled water.

Dowd isn't fussy, but her well water is contaminated and not safe to drink.

She lives on Belknap Drive, where the state Department of Environmental Services recently found elevated levels of the cancer-causing chemical 1,4 Dioxane in residents' wells.

"We got a notice that there was a problem in the water," Dowd said. "They tested our well and said my water was almost three times higher than the amount the state allowed."

The levels of the chemical in the water are unsafe for residents to drink, according to DES hydrologist David Bowen.

"We established a health-based drinking water standard of three parts per billion," he said. "So far, we have eight houses that exceed the drinking water standard either on Emery Drive or Belknap Drive. They range up to 16 parts per billion, above the standard."

The state has done periodic testing of the neighborhood wells since 2002, when DES first found chlorinated solvent contaminants in the water. The state installed water treatment systems in many homes in the neighborhood, but this contamination is new.

"1,4 Dioxane is a solvent stabilizer that doesn't break down readily and is not removed through the water treatment," Bowen said. "It's used in a number of industries as degreasers for metals and actually contained in many household cleaning products, like shampoos."

Bowen said they haven't been able to find a cause for the contamination yet in the quiet neighborhood and it seems to be separate from the issues in 2002.

"It's a residential area and there's no obvious industry," he said. "There's some businesses a half mile away. We're looking into a number of companies that may be responsible, but we don't know what is the source."

Jane Shields has lived on Belknap Drive for 16 years and has three children she's concerned about.

"The state tested and my water is OK, but my neighbor next door is not," she said. "I'm very close to it. Because of that, we've gone to buying big jugs of water. I don't feel like I really need to freak out yet, but if I were over the levels I'd be really concerned."

Shields said she and many of her neighbors are worried about property values and she discussed selling her home with her husband.

"We're just waiting and seeing what the state does," she said. "I don't know of anybody in our neighborhood that has cancer, so that right there is something. If there were a couple neighbors struggling with cancer, I'd probably be a lot more concerned."

The risks of Dioxane exposure are serious, according to David Gordon, health risk assessor for DES.

"Exposure to high levels over time can cause liver cancer," he said. "There are non-cancer health effects, too. It can cause toxicity to the liver or kidney."

The state recommends residents do not drink their water, though they can use it for washing clothes, dishes and bathing.

"Bathing is low risk because very little goes through the skin and only a small amount becomes a gas when heated," Gordon said. "The water is really going to evaporate from dishes and the contaminate stays with the water. The main focus is on what you're drinking."

Until DES finds the cause of the contamination, the state is providing bottled water for every home in the affected area. Town Administrator William Innes said he first found out about the problem on Jan. 27 and discussed it with selectmen.

"I talked to a number of people at DES and asked what can the town do to help our residents," he said. "We're looking at ways to make it easier for residents who have this problem to get water."

DES tested the water in November and residents in the area were notified in December.

Dowd said she thought the contamination was fixed years ago and is frustrated she still has to deal with it.

"I use bottled water to brush my teeth, make ice cubes and cook with," she said. "I will drink bottled water from now on. It's not worth the risk."

A new project is being launched that will help forecast what the UK's coastline will look like in the future, up to 100 years' time.

The four-year 2.9m iCoast project is bringing together a number of UK universities, research laboratories and leading consultants, to develop new methods that will characterise and forecast long-term changes to coastal sediment systems. This work is funded by the Natural Environment Research Council and is partnered by the Environment Agency (EA), who will use these methods to improve long-term flood and erosion risk management.

UK coastal areas are at greater risk of flooding and erosion than their landward equivalents and degradation of their geomorphic systems, due to sediment starvation and/or climate change, could greatly increase these risks.

Previously, the ability to analyse and forecast geomorphic changes was limited. However, thanks to improvements in the analysis of coastal and offshore landform behaviour, the iCoast project will look to develop and implement models that can provide a breakthrough in the prediction of coastal behaviour under conditions of change. These behavioural landform models will be capable of coupled application at regional scales to resolve key reactions between climate forcing, sediment supply, morphology and erosion, and flood risk.

These models will be achieved through four work streams:

  • A Systems Modelling Framework that will characterise coastal elements and features and the relationships between them to define what quantitative models are needed to simulate the data;
  • Producing Behavioural Geomorphic Models using observations to find patterns of behaviour between different geomorphic variables that may then be used to predict future coastal systems behaviour
  • Case studies will be undertaken in two contrasting coastal regions (from Lowestoft to Harwich in Suffolk and Liverpool Bay) to evaluate the results from work streams 1 and 2;
  • Pathway to Impact ensuring that the results and the component models of the research will be promptly and effectively used in strategic coastal assessments and wider coastal science.

Robert Nicholls, Professor of Coastal Engineering at the University of Southampton, says: "The challenge posed by climate change requires a paradigm shift in our approach to coastal erosion and flood risk management. These changes intensify the need to understand and predict processes of change in shoreline position and configuration at management (decadal to century) scales.

"The iCoast project aims to improve this situation by bringing together formalised knowledge of coastal systems with quantified broad-scale analysis, with the systems insights from a new generation of reduced complexity models. This has the potential to deliver long-term coastal engineering and management solutions, which are relevant to coastal managers."

The iCoast project grew out of previous work by the Tyndall Centre's Coastal Simulator, which assessed how coastal changes physically affect a region and the impacts of flooding and erosion, and the joint Defra/EA Flood and Coastal Erosion Risk Management R&D programme, which funded the Estuaries Research Programme (ERP) that laid the groundwork for a lot of hybrid coastal morphology modelling ideas and project SC060074 on characterisation and prediction of large-scale, long-term change of coastal geomorphological behaviours.

The Rural Stops: Direct Response Marketing Basics

Using direct response marketing is a technique that many businesses utilize at some point in an attempt to increase sales. The basic purpose of this marketing strategy is that it attempts to get customers to engage in some immediate response. With traditional marketing techniques, companies are more concerned with building brand image and brand awareness to influence future purchasing decisions. With direct response, companies want consumers to buy or do something else immediately upon seeing the marketing material.

Infomercials

Infomercials are one of the most common examples of direct response advertising and they can be effective. With an infomercial, a product seller devotes an entire show to promoting the benefits of a product. A spokesperson is used to show off the product and tell consumers why they need to buy it as soon as possible. Typically, a toll-free phone number or a website is offered to potential customers. Throughout the infomercial, the spokesperson is asking customers to call immediately and order. This type of marketing is what direct response efforts are all about.

Direct Mail

Another direct response method of promoting a product is using direct mail. With direct mail, businesses send out postcards or letters to a large number of households in a specific area. When using this approach, the idea is to use a numbers game to get a marketing message in front of as many people as possible. Direct mail can be very effective when the right promotions are used to get customer's attention.

Radio Ads

Radio advertising is another method of direct advertising that companies sometimes use when promoting a product or service. Radio ads can be effective because they can reach a large number of people all at the same time. Demographic information can also be used by finding out what types of people listen to a particular radio station. This allows marketers to find a radio station that offers the best chance of accessing their target market for the product.

Testing Effectiveness

When using direct response sales strategies, it is important to continually monitor and test the effectiveness of the message. Some direct sales strategies are not very effective and this can result in wasted marketing money for a company. In some cases, a company can use a test market or a panel of potential customers to find out what they like about a particular advertising campaign. If a direct response campaign is set up and it does not work well in generating sales, the campaign must be adjusted accordingly. In some cases, a few changes to the advertising campaign will do the trick. In other cases, a complete overhaul of the campaign is required.

Considerations

Direct marketing can be very effective if used in the right context. However, not every product is best suited for direct response marketing. In some cases, a more subtle approach to marketing is required. For example, selling soap or deodorant through direct response may not work. To sell an item successfully through this method, it must be an item that can play on the emotions of the buyer. If the buyer does not want to own the item, it will most likely not sell very well through this method of promotion. In many cases, direct response strategies are based on impulse buys and the products must be well-suited to these methods to create a winning campaign.

EU slaps sanctions on Assad's wife, relatives

(AP) ? Officials say that the EU foreign ministers have slapped sanctions on the wife and other close relatives of Syrian President Bashar Assad in a continuing attempt to stop the violent crackdown on opposition.

They said four members of the Assad family and eight government ministers have been targeted in the latest round of sanctions. All three officials spoke on condition of anonymity to discuss a decision will be announced later Friday following the foreign ministers' meeting in Brussels.

Asma Assad, 36, was born in London and has British citizenship, and an EU official said that likely meant she could not be banned from travel to the U.K.

The U.N. estimates that more than 8,000 people have been killed since an uprising began in Syria a year ago.

BRUSSELS (AP) ? The wife of Syrian President Bashar Assad will be hit with a travel ban and have her assets in the EU frozen, a European Union official said Friday.

A total of four members of the Assad family, along with eight government ministers, will be targeted in the latest round of sanctions aimed at stopping the violent crackdown on members of the Syrian opposition, the official said. He spoke on condition of anonymity to discuss a decision that will be taken later Friday by EU foreign ministers meeting in Brussels.

Asma Assad, 36, was born in London and has British citizenship, and the EU official said that likely meant she could not be banned from travel to the U.K.

British Foreign Secretary William Hague said it was very important to increase pressure on the Syrian regime.

"Their behavior continues to be murdering and totally unacceptable in the eyes of the world," he said on his way into the meeting.

Austrian Foreign Minister Michael Spindelegger said the sanctions should target "the family of Assad ? his wife and his closest relatives. It is necessary."

Last week, Britain's The Guardian newspaper released thousands of emails purportedly from Bashar Assad's private account. They showed him taking advice from Iran on how to handle the uprising, joking about his promises of reform and bypassing U.S. sanctions to shop on iTunes.

The U.N. estimates that more than 8,000 people have been killed since the uprising began a year ago in a cycle of attack and reprisal.

Seeking Causes Proximate and Ultimate of the March 11 Afghan Massacre

Legions of experts are trying to fathom what drove Staff Sergeant Robert Bales to allegedly slaughter 16 Afghan civilians, including nine children, on March 11. Many proximate causes have been proposed, including the strain of Bales? four military deployments; his recent financial troubles and failure to get a promotion; his repeated exposure to death and carnage; and his own injuries, including brain damage.

Seeking insights into the incident, I emailed Roy Eidelson and Stephen Soldz, past-presidents of Psychologists for Social Responsibility, a non-profit that, according to its Web site, ?applies psychological knowledge and expertise to promote peace, social justice, human rights, and sustainability.? I first encountered their work while researching a U.S. Army program ?Comprehensive Soldier Fitness.? Eidelson and Soldz are critical of CSF, which seeks to boost troops? psychological resilience. Here are excerpts from their responses to my query about the Bales incident:

Eidelson: ?Psychological difficulties?which can include erratic or impulsive behavior?are greater and more likely among those soldiers who have been deployed more often, those who have faced greater actual combat exposure, and those who have already experienced psychological trauma. Bales reportedly scores high on all three counts (and he seemingly didn?t want to deploy this fourth time), assuming there?s some validity to reports that he may have suffered from some degree of traumatic brain injury and possibly PTSD [post-traumatic stress disorder] as well. So it seems that there?s little question he could have been recognized as belonging to a ?higher risk? category for a range of detrimental behaviors (including both suicide and homicide). Part of the problem is that this is presumably also true of thousands of other currently deployed U.S. soldiers as well.

?So a key question is whether it is only in hindsight that we can realize that Bales would have been a good candidate for non-deployment after his three tours in Iraq, and a good candidate for psychological intervention based on his experiences there. But regrettably this type of decision reflects what could be considered a commonplace ?conflict of interest? situation between the Army?s mission and the welfare of an individual soldier (by the way, this is something that CSF fails to address). The Army wagered that the Afghanistan mission would benefit from Bales? participation (despite any psychological vulnerability on his part), and they lost that bet in a huge way. At best, they simultaneously hoped that Bales? deployment would not be harmful to him individually (as with any soldier in harm?s way). They were clearly wrong about that as well.

?Events with very low baseline probabilities, such as Bales? massacre, are exceedingly difficult or impossible to predict with any accuracy?it?s far too likely that you?ll be wrong if you predict that a specific individual will do something like this if he has no history of having done so in the past. Whatever the most proximate immediate stressor was before the massacre, it presumably wasn?t sufficient on its own to lead to this horrific outcome?other conditions and pre-conditions were necessary as well. The easy prediction to make is that some soldier, somewhere, sometime, is going to pose a significant risk for doing something awful.

?The bottom line, I think, is that a universal program like CSF is not the answer in the Bales case anyway, in part because resilience training isn?t likely to overcome the effects of multiple deployments, significant combat exposure, etc. And it?s not at all clear that we would ultimately want a program that would miraculously accomplish that anyway, given the complex ethical issues involved in creating the ?indomitable? soldier.??

Soldz had this to say: ?This case is a profoundly disturbing illustration of an issue that is seldom mentioned by most writers on these wars, that among the major victims of the stress and psychological problems [such as PTSD] are not just the soldiers, their families, and the military and its mission (the usual victims), but the civilians under occupation?

?The military claims that aiding these civilians is a prime reason for the troops to be there, but protecting them is usually a secondary consideration. Troops are routinely taught that ?the mission? comes first. This is especially true with the field commanders, junior officers and non-commissioned officers, who, I?ve often been told by soldiers, tell those under their command, ?The Geneva Conventions are fine, for training. But, in the field, do whatever it takes.?

?I think that the military would be better advised to spend more time working with troops on the difficulty and strain of occupying an alien land (as distinct from deployment stress) and on the centrality to the mission of humanizing and protecting civilians at all costs than on CSF type resilience programs. In order to humanize civilians, they would have to drop their simplistic ?bad guys? rhetoric and truly help the troops understand the profound ambivalence that Afghans often have toward foreigners who they may need, but who they also fear and resent. Working through an example of ?how would you feel if Afghans invaded your neighborhood and how would you and your neighbors react? could be far more valuable than CSF.

?A universal CSF-type program is extremely unlikely to deal in any positive way with extreme instances like the Bales case. Rather, one has to reduce their likelihood by reducing the stress through reduced deployments, greater steps to encourage stressed individuals to not redeploy. Unfortunately, the latter conflicts with the supreme importance of unit cohesion in allowing the military to function. ?Loyalty? to the unit and the mission has to be redefined to include not sending those who shouldn?t be sent.?

Here is my take on the Bales incident. We must certainly seek to identify factors?from the neurological to the economic?that can provoke soldiers into committing war crimes, so that the military can take steps to reduce the incidence of such acts. But we should also recognize that, whatever the proximate causes of the massacre in Afghanistan turn out to be, the ultimate cause is moral and political, and all Americans bear responsibility for what happened. As long as we accept that wars are a morally acceptable way to solve problems, soldiers will continue to commit atrocities, including the killing of women and children, because that?s what happens, inevitably, in wartime.

Knockout of the week: Rashad Evans shows his kicking game

The knockout of the week goes back to 2007, when Rashad Evans was still a rising prospect. His game was still so raw that he hadn't shown much in the kicking department. Unfortunately for Sean Salmon, Evans pulled out a head kick at the exact right time.

Amazon to buy Kiva Systems for $775 million

Amazon.com Inc. has agreed to buy Kiva Systems, which makes robots and software to help companies fulfill orders, for $775 million in cash.

Privately held Kiva says its technology helps companies lower costs and simplify orders and shipping operations. The North Reading, Mass., company's customers include Staples, the Gap and Crate and Barrel.

Amazon said it has been using automation in its order fulfillment centers for a long time.

"Kiva's technology is another way to improve productivity by bringing the products directly to employees to pick, pack and stow," said Dave Clark, vice president of global customer fulfillment, in a statement.

The deal has been approved by Kiva's shareholders and is expected to close in the second quarter.

France says Syria's Assad must end violence first

PARIS (Reuters) - France insisted on Friday that any U.N. Security Council resolution on Syria must go beyond calling for a truce and push for a political transition, with President Bashar al-Assad taking a unilateral step to stop the violence.

Foreign Minister Alain Juppe said in an interview in Le Monde newspaper these were "red lines" for France and said he saw "a slight evolution" in the position of Russia, the most outspoken opponent of demands for regime change in Syria.

Russia has called for both government and opposition forces to agree a ceasefire and insisted there must be no precondition to a political dialogue, such as Assad's exit from power.

"I have two red lines. I cannot accept that we put the oppressors and victims in the same boat. The regime must initiate the cessation of hostilities," Juppe told Le Monde.

"The second red line: we cannot be satisfied with just a humanitarian and ceasefire resolution. There must be a reference to a political settlement based on the Arab League proposal."

U.N.-Arab League envoy Kofi Annan, who visited Assad in Syria, was to brief the U.N. Security Council via video link later on Friday.

Council diplomats say his assessment of the crisis will be crucial to an effort by the United States and Europe to pass a resolution that would ensure humanitarian aid workers access to besieged towns across the country.

"It's a nightmare. This regime has become mad. We back Kofi Annan to implement his mission, but we will not be fooled by the Syrians' manipulation," Juppe said.

"The Arab League plan does not foresee Bashar al-Ashad's departure. It would sideline him and, more exactly, designate his vice president to negotiate and start a transition. That is really the minimum."

He reiterated that "for the moment" military intervention was not an option, especially without a U.N. mandate, and that Paris opposed arming the rebels.

"Delivering weapons would push Syria into a civil war that risks being terrible because we can see the determination of the various communities. I am saddened to see the Christian, Catholic and Orthodox hierarchies continue to side with Assad."
