The time it takes the Earth to rotate on its axis ? the definition of a day ? is now about two milliseconds longer than it was 100 years ago, said Geoff Chester, spokesman at the U.S. Naval Observatory, keeper of the official U.S. atomic clocks. That's each day, so it adds up to nearly three-quarters of a second a year.

Timekeepers add that leap second every now and then to keep the sun at its highest at noon, at least during standard time. This is the first leap second since January 2009 and the 25th overall. Gambis said the next one probably won't be needed until 2015 or 2016.

There should be no noticeable affect or inconvenience on computers or any other technology that requires precise timekeeping because they adjust for these leap seconds, Gambis said Friday.

Earlier this year, official timekeepers from across the world discussed whether to eliminate the practice of adding leap seconds. They decided they needed more time to think about the issue and will next debate the issue in 2015.

So for now, Chester said, "you get an extra second, don't waste it."

Stockton official: Mediation with creditors fails

STOCKTON, Calif. (AP) ? Officials in Stockton said Tuesday that mediation with creditors has failed, meaning the Central California city is set to become the largest American city ever to declare bankruptcy.

City Manager Bob Deis said officials were unable to reach a deal to restructure hundreds of millions of dollars of debt under a new state law designed to help municipalities avoid bankruptcy.

Monday marked the three-month deadline for negotiations.

"Unfortunately we have no comprehensive set of agreements with our creditors that would eliminate the deficit and avoid insolvency," Deis said at a City Council meeting. He said, however, that the city was still negotiating with some creditors and could reach deals with as many as one-third of them.

"We think Chapter 9 protection is the only choice left. If we get any agreements, those will be honored in Chapter 9," Deis said.

The City Council voted 6-1 Tuesday evening to approve a special bankruptcy budget to plug next year's anticipated $26 million deficit. The budget will suspend debt payments, reduce payments for retiree medical benefits and increase revenue through code enforcement and parking citations, among other steps.

The proposed budget includes no major service reductions, Deis said earlier.

City lawyers would have to file for Chapter 9 protection in court by Friday.

"If we had other choices that would fill the millions of dollars of deficit, we'd be doing that," Mayor Ann Johnston said. "The reality is the gap is so big and so broad, we have to do something this drastic. This is not what we wanted to do but this is what we have a responsibility to do."

The river port city of 290,000 in Central California has seen its property taxes and other revenues decline, while expensive investments and generous retiree benefits drained city coffers.

In the past three years, officials in the city that was slammed by the collapse of the housing market dealt with $90 million in deficits through a series of drastic cuts.

They eliminated one-fourth of the city's police officers, one-third of the fire staff, and 40 percent of all other employees. They also cut wages and medical benefits.

"The whole purpose of filing Chapter 9 is to avoid an uncontrolled chaotic situation," he said. "Bankruptcy provides the equivalent of a pause button. It retains services and provides structure so you don't have a bunch of lawsuits."

In a standing-room only chambers Tuesday, former city employees told council members about their life-threatening medical conditions and said benefit cuts meant they would effectively lose their health insurance.

"For me, bankruptcy might as well be a life sentence," said Gary Jones, a retiree who used to be a police officer in Stockton and said he was diagnosed with a brain tumor.

Other residents complained about plummeting property values, and recurring break-ins and robberies.

"The average citizen will not put up with this. Their home prices have plummeted, they have no jobs, a lot of people are getting fed up so that they have to resort to crime." said Gregory Pitsch, a 22-year-old unemployed resident who made an unsuccessful run for mayor. "I'm asking you to make the right decision, not destroy the property values in this city, which bankruptcy will do."

But city officials say Stockton has run out of options. In recent years, thousands of new homes mushroomed in the city about 80 miles east of San Francisco, part of a suburban housing boom that attracted buyers from the Bay Area and beyond.

When the economy crashed and the construction bubble burst, Stockton was battered by foreclosures and lost income from property taxes and other fees.

Multi-year labor contracts for city workers carrying escalating costs and generous retirement plans added to the burden.

In addition, expensive city investments ? a promenade, sports arena and hotel ? failed to produce economic benefits.

The unemployment rate has doubled in Stockton over the past decade and now hovers around 16 percent. One-fifth of residents live below the poverty line, and the city has twice topped Forbes magazine's list of "America's most miserable cities."

Under a bankruptcy filing, officials would retain power over day-to-day city operations and staffing, but a judge would take over all decisions concerning the city's debts, said Robert Benedetti, professor of political science at the University of the Pacific in Stockton.

The judge would decide which creditors should be paid, how much and in what order. He would make allowances for expenditures needed by the city to function, and it would be up to city officials to decide how to spend that money.

"One of the reasons a city might want to go the bankruptcy route is that they don't want a situation where they have to pay out debts and have to close the police or fire department," Benedetti said. "Filing for Chapter 9 means you're asking the court to protect you against lawsuits from people who hold your debt."

Stockton's bankruptcy would make it the largest city by population to file for Chapter 9 protection, according to Jim Spiotto, a Chicago bankruptcy lawyer who tracks such cases. He said Bridgeport, Conn., was the largest city to file for bankruptcy, which it did in 1991, followed by Vallejo, Calif., which filed in 2008.

Jefferson County in Alabama is the largest local government bankruptcy filing to date in terms of the size of its debt. It occurred in November 2011 and was followed by Orange County, Calif., in 1994.

Experts say the bankruptcy filing, while protecting the city from catastrophe in the short run, should not be seen as Stockton's panacea.

"Bankruptcy won't take away Stockton's underlying financial problems, one of which is the economy, the high unemployment rate and the high foreclosure rate," Benedetti said. "It will take years for them to come out of this."

Stockton was the first city to test a new state mediation law, which is less than 6 months old.

Under the law, municipalities considering bankruptcy must first negotiate behind closed doors with creditors for up to three months, with the goal of settling debts without filing for Chapter 9 protection.

The city spent $3 million on mediation with creditors that included Wells Fargo & Co., the California Public Employees' Retirement System, labor groups, and major bondholders.

Stockton officials have said that even with a bankruptcy, they are optimistic. They point to Vallejo, which emerged from bankruptcy last year.

"Vallejo is leaner, smarter and they've got the confidence of their citizenry," Deis said. "I think Stockton will be doing the same."

Johnston said Tuesday night that the city would eventually come out of the ordeal with a brighter future.

"We will survive," she said. "We will manage to get through this. It will be painful for us, but we will come out stronger."

Fire threatens tourist spots, military academy

COLORADO SPRINGS, Colo.?? Flames forced thousands of Colorado residents from their homes over the weekend and disrupted vacation plans for countless visitors as smoke shrouded some of the state's top tourist destinations, including majestic Pike's Peak and tranquil Estes Park.

Colorado is having its worst wildfire season in a decade, with more than a half dozen forest fires burning across the state's parched terrain. Some hotels and campgrounds are emptying ahead of the busy Fourth of July holiday.

One of the newest fires, a blaze near Colorado Springs, grew to more than 5 square miles Sunday after erupting just a day earlier and prompting evacuation orders for 11,000 residents and an unknown number of tourists.

The total number of homes destroyed by a two-week old wildfire in northern Colorado was raised to 248 on Sunday as residents of a subdivision near Fort Collins learned that 57 more homes in their neighborhood had been lost, authorities said.

Officials had put the fire at 6 square miles but reduced the estimated Monday after more precise mapping.

Firefighters braced for hot temperatures and high winds on the fire lines.

On Sunday, the fire sent plumes of gray and white smoke over the area that obscured at times Pikes Peak, the most-summited high-elevation mountain in the nation and inspiration for the song "America The Beautiful."

The fire was raging about six to 10 miles from the Air Force Academy as winds fanned the flames in its direction, and fire authorities listed the academy as being threatened by the blaze along with utilities, flood control structures and watershed.

A recreation area belonging to the Academy was ordered evacuated due to its proximity to the fire, and all trails leading west of the school were closed as a precaution, the base said on Monday.

But the blaze would still have to traverse rough terrain, burning down through steep canyons and up mountain ridges, before it would reach the Air Force Academy itself, Academy spokesman Meade Warthen said.

"We don't have any reason at this particular point to think we're going to be inundated, but we're standing by," Warthen said. "There are contingency plans in place. If we need to implement them, we will."

The Department of Homeland Security said it was providing the Federal Emergency Management Agency financial assistance to help battle the Waldo Canyon and other fires, noting the blaze's threat to 250 homes in the area.

Winds had started to push smoke away from Colorado Springs and evacuations orders were lifted for the 5,000 residents of nearby Manitou Springs, but area residents and tourists still watched nervously as haze wrapped around the peak.

"We're used to flooding and tornadoes, nothing like this," said Amanda Rice, who recently moved to the area from Rock Falls, Ill. Rice, her husband, four children and dog. They left a Manitou Springs hotel late Saturday.

Rice, scared when she saw flames, took her family to the evacuation center before she was told to go.

"It was just this God-awful orange glow. It was surreal. It honestly looked like hell was opening up," Rice said Sunday.

Even while other large fires burn across the West, Colorado's blazes have demanded half the nation's firefighting fleet, according to Colorado Gov. John Hickenlooper. He said C-130 military transport planes from Peterson Air Force Base in Colorado Springs would begin assisting Monday.

"People recognize this is going to take a big push" to extinguish, Hickenlooper said Sunday from a Colorado Springs grocery store, where volunteers were passing out burritos, sandwiches and drinks to 350 firefighters working near Pikes Peak.

A statewide ban on open campfires and private fireworks has been in place for more than a week.

While no homes were reported damaged in the Colorado Springs-area fire, a forest fire near Rocky Mountain National Park destroyed structures near the mountain community of Estes Park. The Larimer County Sheriff's Office said Sunday that 22 homes and two outbuildings had been burned.

The Estes Park fire destroyed vacation cabins and closed the most commonly used entrance to the park. Clouds of smoke blew toward the 102-year-old Stanley Hotel that inspired Stephen King to write "The Shining."

Also over the weekend, residents of a subdivision near the northern Colorado city of Fort Collins learned that 57 more homes in their neighborhood had been lost to the High Park Fire, which already had claimed 191 homes, authorities said.

The High Park Fire is the second-largest wildfire and among the most expensive in Colorado's history. It has scorched more than 130 square miles and was just 45 percent contained on Sunday, The Denver Post reported.

With Colorado midway through its worst wildfire season in a decade, travelers have seen some of their favorite sites closed to the public, obscured by smoke and haze. Some travelers were awoken with evacuation orders.

Families planning whitewater rafting trips or visits to the stunning red-rock formations in Garden of the Gods park in Colorado Springs were instead spending their vacations passing out bottled water and setting up cots in evacuee centers.

They included Mark Stein, of Morristown, N.J., whose family arrived after midnight Sunday at their Manitou Springs hotel for a week of whitewater rafting and sightseeing.

"We were sleeping for 15 minutes when they started knocking on the door ? a day from hell," Stein said of the day of travel. With his wife and two sons, Stein spent the first night of his vacation setting up cots for more than 200 evacuees who slept at the school.

"I think it's the best vacation ever. This is what the real world is about. There's a lot of people that need help," Stein said.

Also Sunday, a brushfire that began near Elbert, about 50 miles southwest of Denver, quickly spread to about 60 acres, forcing the evacuation of about 100 residents.

Elsewhere across the West:

? An Alaska wildfire between Mount McKinley and town of Anderson grew to more than 30 square miles Monday. No homes were threatened.

? Despite dry, hot conditions, firefighters battling a fire that consumed nearly 70 square miles west of Roswell, N.M., was 90 percent contained, with many residents allowed to return home. And across the state, two small fires north of Santa Fe Sunday evening prompted brief evacuations of a handful of homes. One of the blazes threatened the historic El Santuario de Chimayo, a 19th century church that receives almost 300,000 visitors per year, but the church appeared out of danger Monday.

? A wildfire in Tonto National Forest near Young, Ariz., was 65 percent contained Monday as winds slowed to about 3 mph.

? Evacuation orders remained in place in Sanpete County, Utah, where said they had 10 percent containment on a fire that's threatening about 300 homes in Sanpete County.

A Health Insurance Mandate Libertarians Can Support ? Pileus

Libertarians have generally opposed government mandates to participate in commerce on moral, economic, and constitutional grounds. Certainly, a federal government mandate to buy private health insurance contradicts standard libertarian understandings of the right to property and self-determination and the ability of individuals to decide for themselves their need for insurance (and concomitant skepticism of paternalist justifications for government involvement in health insurance), and runs afoul of textualist interpretations of the U.S. Constitution. A state government mandate would not violate the Constitution, but libertarians would nevertheless still tend to oppose it on the moral and economic grounds already cited.

However, there is one type of insurance mandate to which standard libertarian objections fall short. This is not to say, by any means, that all libertarians would support it, merely that opposition would have to find grounding in contingent, disputable facts. The mandate to which I refer is a requirement that parents purchase health insurance for their children.

The moral objection to health insurance mandates for adults doesn?t hold here. Parents do not have a right to dispose of their children?s lives as they see fit. One could easily argue that health insurance is a virtual necessity that every responsible person will seek to obtain, provided that regulations have not driven its cost out of reach. Adults should perhaps be left to endure the consequences of their own folly (or seek to remedy their condition through voluntary aid) should they fail to purchase health insurance for themselves, but helpless children should be rescued from the gross failures of their parents to provide for them.

The economic objection doesn?t necessarily hold either. Parents usually want the best for their children and will try to provide for them as they would for themselves. But not all parents are good parents, and for bad parents, it may well not be the case that their children?s welfare matters sufficiently. They may not be able to make the best decisions for their children when it comes to health insurance coverage. In economic jargon, lack of sufficient parental care imposes a negative externality on children, and therefore insurance coverage for children will be less than socially optimal in the absence of a mandate.

The main reason for opposing a children?s health insurance mandate is that many states have imposed regulations, such as community rating and guaranteed issue ? policies that the PPACA imposes on the whole country, that make insurance too expensive for too many people. Even good parents may often not be able to afford insurance for their children. A mandate might, in theory, bring prices down by bringing in a pool of largely healthy people (children). On the other hand, a mandate increases the demand for insurance, which is normally thought to raise prices. The evidence from Massachusetts is inconclusive. Yet this objection assumes a world of the second- (or third-)best, in which one bad policy (no mandate for children) can be changed, but others (community rating, guaranteed issue, and other restrictions) cannot. A better course is to revise insurance regulations comprehensively.

And there is a good political economy reason for adopting a children?s health insurance mandate: it will reduce the political pressure for more invasive policies in the future, like a universal health insurance mandate or single-payer. If everyone is covered from birth until age 18 (if not by health insurance simpliciter, then by a future ?health status insurance?), then no one will suffer from a pre-existing condition exclusion when he first enters the health insurance market on his own. Universal lifetime coverage will be in reach for everyone. Those who subsequently drop coverage, assuming regulations have been sufficiently revised to make coverage affordable for everyone, will in most cases be blameworthy for their irresponsibility. It will be more difficult to gin up public demands to reorganize the entire health system for the benefit of those few who have acted, in the main, irresponsibly. (Obviously, we should do what we can for them all the same if death or suffering is the alternative. But not reorganize the entire health system.)

It?s all fun and games until somebody gets slugged with a campaign sign ? at least in Montana, where following the first U.S. Senate campaign debate this cycle, a Democratic activist hit one candidate?s wife with a rolled up sign.

The debate at Buck?s T-4 in Big Sky, Mont., between Democratic incumbent Jon Tester, Republican challenger Montana Rep. Denny Rehberg and Libertarian Dan Cox reportedly focused on the election issues of the day: jobs, the economy and health care.

The real fireworks, however, took place after the event when an attendee got into a physical altercation with Jan Rehberg, the Republican challenger?s wife.

According to a Rehberg campaign staffer who witnessed the altercation, a female Tester supporter in her late thirties attempted to push her way into a group that included the congressman, who was entertaining questions from reporters, and his wife, daughter Katie and staff.

After exchanging words with Jan Rehberg, she began hitting the candidate?s wife with a rolled up Tester sign.
