Mayor Bloomberg is pushing hospitals to hide their baby formula behind locked doors so more new mothers will breast-feed.

Starting Sept. 3, the city will keep tabs on the number of bottles that participating hospitals stock and use ? the most restrictive pro-breast-milk program in the nation.

Under the city Health Department?s voluntary Latch On NYC initiative, 27 of the city?s 40 hospitals have also agreed to give up swag bags sporting formula-company logos, toss out formula-branded tchotchkes like lanyards and mugs, and document a medical reason for every bottle that a newborn receives.

While breast-feeding activists applaud the move, bottle-feeding moms are bristling at the latest lactation lecture.

?If they put pressure on me, I would get annoyed,? said Lynn Sidnam, a Staten Island mother of two formula-fed girls, ages 4 months and 9 years. ?It?s for me to choose.?

Under Latch On NYC, new mothers who want formula won?t be denied it, but hospitals will keep infant formula in out-of-the-way secure storerooms or in locked boxes like those used to dispense and track medications.

With each bottle a mother requests and receives, she?ll also get a talking-to. Staffers will explain why she should offer the breast instead.

?It?s the patient?s choice,? said Allison Walsh, of Beth Israel Medical Center. ?But it?s our job to educate them on the best option.?

Can Bacteria Fight Brain Cancer?

Last week, the Sacramento Bee reported that two neurosurgeons at the University of California, Davis, had been banned from research on humans after deliberately infecting three terminally ill cancer patients with pathogenic bacteria in an attempt to treat them. All three died, two showing complications from the infection. Nature explores what happened and the science behind it.

Who authorized the researchers to infect the patients?
All three patients consented to infection. However, anyone testing experimental drugs in the United States requires approval from their university?s Institutional Review Board (IRB) and oversight by the country's Food and Drug Administration (FDA), both of which review evidence for safety and efficacy. Neurosurgeons Paul Muizelaar and Rudolph Schrot at the University of California (UC), Davis, did not obtain this approval; they say they did not think it was required. Harris Lewin, the vice-chancellor of research at UC Davis, wrote a letter to the FDA describing what had occurred as ?serious and continuing noncompliance?.

In 2008, working under instructions from Muizelaar, Schrot asked the FDA about the possibility of deliberately infecting a postoperative wound in a particular patient with glioblastoma with the bacterium Enterobacter aerogenes. He was told that animal studies were needed first. Muizelaar did not infect that patient, but arranged for a graduate student to begin tests in rats. Although bacteria were purchased as research materials not to be used in humans, they were eventually used in three other patients with glioblastoma.

The first of those asked Muizelaar about infection in 2010, and Schrot contacted the director of UC Davis?s IRB asking permission to perform what Lewin?s letter describes as a ?one-time procedure? not intended as research. The director concluded that this procedure could be classed as ?innovative care? that did not require approval by the FDA or IRB, but that subsequent work should be reviewed. Schrot and Muizelaar went on to treat two further patients and were seeking approval from an ad hoc ethics committee (not the IRB or FDA) to treat five more when the IRB director told the neurosurgeons to cease and desist, and began an internal investigation.

How is brain cancer usually treated?
Glioblastoma is an aggressive brain cancer and is usually treated with surgery, as well as with radiation and chemotherapy. However, the cancer almost always recurs after surgery. Half of patients die within 15 months of diagnosis; fewer than one in twenty lives longer than five years.

Why might an infection fight cancer?
There are isolated reports of patients with various types of cancer successfully fighting off an infection only to find that the cancer has also disappeared. Presumably, the infection spurs white blood cells to attack both pathogens and malignant cells. In 1999, researchers at the University of Mississippi Medical Center in Jackson described four case studies in which the regression of malignant brain tumors co-occurred with infection. Enterobacter aerogenes, the same bacterium used at UC Davis, was recovered from microbial cultures taken from three of the patients.

What further studies have been done?
In 2004, a group led by Bert Vogelstein at the Howard Hughes Medical Institute in Maryland introduced cancer cells into mice and rabbits, allowed large tumors to form and then injected the animals with spores of the anaerobic bacterium Clostridium novyi-NT. About one-third of the animals' tumors disappeared, apparently as a result of an immune response.

(AP) ? The Olympic opening ceremony had monarchs, presidents, prime ministers, Michelle Obama and the cast of "Downton Abbey" ? and that was just in the audience.

The ceremony itself included Muhammad Ali, Paul McCartney and David Beckham ? who drove the Olympic flame down the Thames in a speedboat. This was a decidedly A-list affair.

Among the 60,000 spectators at Olympic Stadium was Queen Elizabeth II, her husband Prince Philip and younger royals including Prince William and his wife Kate, and Prince Harry.

There was a sprinkling of screen stars, including British actors Richard E. Grant and Orlando Bloom, who stopped to take pictures with British soldiers and fans outside the stadium.

"I'm a big fan of Danny Boyle, so I'm excited to see what he's done," Bloom said.

Actor Hugh Bonneville, who plays aristocrat Lord Grantham in the costume drama "Downton Abbey," tweeted a picture of his fellow cast-members arriving at the stadium.

Across town in Hyde Park, Duran Duran, Paolo Nutini, Stereophonics and Snow Patrol played at a concert for music fans who couldn't go to the ceremony, which was shown on big screens.

The British government says more than 80 heads of state and government were in the Olympic Stadium audience, including royalty from Brunei, Luxembourg, the Netherlands, Spain and Sweden.

The U.S. was represented by first lady Michelle Obama, and Republican presidential hopeful Mitt Romney was also on hand, a day after making himself unpopular in Britain by expressing doubts about the country's ability to pull off a successful games.

Britain proved Friday it could pull off a successful opening ceremony. Boyle's show, a 27 million pound ($42 million) spectacular titled "Isles of Wonder," drew rave reviews from live and television spectators.

Beckham, who helped bring the games to London, said the ceremony was "an amazing moment."

A Tennessee company has licensed award-winning software from Oak Ridge National Laboratory that will help industries install wireless networks more cost-effectively in challenging environments such as mines, offshore drilling platforms and factory floors.

Networcsim, founded by ORNL researchers Phani Teja Kuruganti and James Nutaro, signed an agreement today to license the Radio Channel Simulator software, which won an R&D 100 Award this month.

"Advanced simulation technology and the RCSim technology in particular provides a watershed opportunity for industrial wireless networks to be used in a revolutionary new way," ORNL researcher Kuruganti said.

The technology, developed by Kuruganti and Nutaro, is the first that can use the three-dimensional models of an industrial facility to simulate wireless networks. The simulator uses an algorithm that quickly calculates the time delay and power of every radio signal delivered to a particular site, allowing it to predict radio signal strength with greater accuracy than competing products throughout geometrically complex environments.

"Unlike other products, this simulator enables vendors of industrial wireless networks to identify coverage problems before deploying a network," Nutaro said. "It can reduce the need for expensive wireless surveys, lower the quantity and cost of deployed hardware and improve the accuracy of cost estimates quoted by vendors reducing the installation and operational costs associated with wireless networks."

In addition to simulating mobile receivers in urban networks, RCSim can be used for the simulation of tactical wireless networks used in urban police and combat operations, with potential benefit to emergency responders or the military.

Networcsim has already completed its first commercial prototype and is negotiating for distribution rights to the software that will enable the cost-effective design of wireless networks for use in industrial environments. The development of RCSim was funded through ORNL's Laboratory Directed Research and Development program.

Spain can pay its debts: Economy Minister

MADRID (Reuters) - Spain's Economy Minister Luis de Guindos said on Thursday the Treasury would meet debt redemption payments and said that government coffers were in the same liquidity position as last year.

"In the medium and long term. Spain is solvent and able to pay its high debts. In the short-term, we have the capacity to meet our obligations," de Guindos said at an event in Madrid.

The economy minister also said he had never believed there was even the remotest possibility that Spain would need a bailout.

Comments by the European Central Bank President Mario Draghi's that the bank would do whatever necessary to protect the euro zone from collapse were well timed, de Guindos said.

Draghi's pledge on Thursday fuelled expectations the ECB was ready to take bolder action to combat the euro zone debt crisis and brought Spanish 10-year bond yields down by 40 basis points on the day.

Tips When Buying International Student Insurance

As the new school year is right upon us and many students are attending student orientations and registering for classes, most schools require that students purchase international student health insurance coverage either from them directly (the schools plan) or they can show proof of adequate, alternate coverage. With school plans costing upwards of $2,000 per year, that can be an expensive option ? so it?s always good to look for other alternatives.

When looking for plans DO NOT just look at the monthly price! Although there are attractive options out there, you MUST look at the benefits and features since these plans could put you in more financial trouble if you get sick or injured.

To help you out ? here are some of the top items to watch out for:

Tip #1 ? Policy Maximum/ Coinsurance

When a plan states their policy maximum, ALWAYS look at the coinsurance that goes along with that plan. Coinsurance is the amount you will be paying towards your insurance plan if you get sick or injured ? ideally you want this capped out, so that your coinsurance is only applicable up to a certain dollar amount.

Some plans, have their coinsurance setup like this:

Policy Maximum ? $200,000

Coinsurance ? 100% up to $40,000 and then 80% up to policy maximum

Look very closely for plans like this. Take, for example, if you get hospitalized and it can costs $100,000 ? the plan will pay 100% up to $40,000 and then only 80% of the remaining $60,000. This means you will be left with a bill of $12,000 to pay!!

Ideally, you want your plan to be written something like this:

Policy Maximum ? $200,000

Coinsurance -?80% up to $10,000 and then 100% up to policy maximum

With this scenario, there is a maximum you will pay out of pocket of just $2,000 since it is capped! In the other scenario, you could owe thousands of dollars!

Tip #2 ? Cap on Medical Benefits

Look out for plans that cap actual medical benefits ? things to be careful of are:

  • Per day dollar cap on benefits (for example ? $800 per day)
    • If you are hospitalized with a per day cap like this on benefits, hospitalization can run up to $1,500 or more depending on the injury/ sickness ? if this is capped you will have a large payment on your hands!
  • Number of days cap when benefits will be paid (for example ? only paying for 8 or 25 days of treatment)
    • If you only have 8 days of coverage, anything over that will be your responsibility. If you are in a car crash, you could be needed more than 8 days coverage
  • Prescription capped at $100 max
    • Some prescriptions today cost more than $100 ? such as Tamiflu if you get the flu. If you have a max cap like that, you will be paying a lot for your medicines!

Tip #3 ? Payment Flexibility

We all know that money is tight as a student ? so look for plans that offer you the functionality to pay for your plan in monthly installments. You can spread the cost of your insurance over the year, and it avoids you having to pay all upfront for a full year of coverage!

Tip #4 ? Sport Coverage

If you?re in college, you will most likely be playing sports in some shape or form ? therefore you will want a plan that covers you if something happens when you are playing sports. Look out for plans that do not cover sports related injures such as intercollegiate, intramural and club sports! You do not want to have an injury and have to cover the full cost of your medical treatment.

Hopefully these 4 tips will help you choose the right plan ? and help you avoid the common pitfalls. You do not want to end up paying more than you need to when a plan a few dollars more will cover you 100% for most injuries and illnesses!

'Plain Jane Bandit' goes on bank robbery spree

A bank robber known as the "Plain Jane Bandit" is believed to have hit six Los Angeles area banks in recent weeks, including four in a 24 hour period.

During the robberies, the woman uses written and verbal demands, and says an accomplice is waiting for her outside the bank.

Witnesses describe the suspect as an Hispanic female between 5-foot-3 and 5-foot-5, weighs about 150 to 170 pounds, and is between 35 and 40 years old.

The woman's nick name came from an interview with a witness in one of the earlier robberies, in which the witness described the suspect as a "plain Jane."

Witnesses also say the woman may have a scar below or next to her right eye, as well as a tattoo on her right shoulder area.

The first robbery the "Plain Jane Bandit" is linked to was on July 12, followed by another one on July 19. She was quiet for a few days, until she began a spree, hitting two banks on July 23, followed by another two on July 24.

I read with sadness this week that Weekly Reader is about to disappear.

Earlier this year, Scholastic Classroom Magazines purchased the publication, one that had been an iconic source of news (throughout my elementary-school years, anyway). The buyer already had 28 subject-specific publications. It will now begin ?combining the features of Weekly Reader into the Scholastic classroom magazines,? says Cathy Lasiewicz, with Scholastic in New York City. ?There will be some co-branding,? she told me, meaning vestiges of the old publication?s name may be appended to the occasional Scholastic title.

As much as I?ll miss the idea of the venerable Weekly Reader living on, I also have to admit to a bit of a love/hate relationship with it. This conflict developed in the ?70s, shortly after I joined the staff here.

When I identified my affiliation, people frequently asked: ?Science News ? hmmm: Isn?t that the Weekly Reader of science??

Well, no. And the comparison invariably irked me, because equating a magazine designed for grade-school children with we did with seemed so wrong. The news we labored to shoehorn into print each week had been targeted to meet the needs of curious (and often quite science-literate) individuals ? adults seeking to make sense of their increasingly complex world.

No one has confused us for a kids? publication in perhaps a quarter century. But Science News recognized a need to keep kids captivated by research advances, particularly throughout that middle school window when a fascination with science and tech so often threatens to flag. The result: We launched Science News for Kids in early 2003.

It took a while for SNK to find its niche and attain some much warranted visibility. Today this online magazine reaches more than 1.3 million people annually.

But even this is not the Weekly Reader of science. Free of charge ? and free of advertising ? it now posts between 2 and 6 news and feature stories some 50 weeks a year. Most of our offerings target students in middle school, although we hear there is a significant spillover into younger and older age groups. We know that some appeal largely because they're?just fun or quirky, like the science of mummies, legless amphibians and creating meat in the test-tube.

But none of these stories are superficial. They don?t dumb subjects down. Instead, we just make new developments ? and the controversies that may surround them ? accessible to kids who may arrive at our site with a limited vocabulary or knowledge base.

SNK?s far shorter news stories tend to digest new developments that were recently covered in Science News. Increasingly, however, even these stories may be original to the kids? site. Among several that have proven popular: why dog?s paws don?t get frostbite, how the sun can power self-cleaning clothes and a new way to harvest energy from temperature changes.

A Cool Jobs series debuted this year. Each of the dozen stories that has begun rolling out profiles a trio of researchers that have something in common. It may be their research discipline (like robotics or math), where they conduct research (in the field) or what served as their initial motivation (something they?ve loved since childhood). The series? goal is to broaden kids? horizons on the many interesting ? and perhaps unexpected ? careers that depend on science, technology, engineering and mathematics (the STEM fields). We don?t expect kids to necessarily be looking to answer that perennial what do you want to do when you grow up question. And that?s why we?ve designed each of these pieces to sell itself on the basis of the interesting work that the profiled researchers do.

Over the past year, the site has also begun developing stories explicitly aimed at adults.

The first batch described how parents and mentors can help kids begin the research that could lead to science competitions, including those created and administered by our parent organization, Society for Science & the Public. Another thought-provoking pair of stories recently covered the integral role of creativity in science and the idea that the scientific method ? as the way that good science is conducted ? may actually constitute a myth.

Teachers have told us that they like our stories as a supplement to their required curricula (see a smattering of comments). To help others figure out how to use news, we posted a feature today in which teachers share their experiences introducing current events in the classroom, pointing to what works and what doesn?t. Among those sources that have proved useful: stories from Science News and Science News for Kids.

USDA says drought will push up food prices in 2013

CNBC's Jane Wells reports on the Midwest drought's impact on food prices.

??MINNEAPOLIS --?The record drought gripping half the country will help push food prices up by 3 percent to 4 percent next year, the U.S. Department of Agriculture said Wednesday.?

Milk, eggs, beef, poultry and pork prices will all be affected by the drought, which has pushed up prices for feed. Beef prices are expected to see the biggest jump at 4 percent to 5 percent. Dairy product prices are forecast to climb 3.5 percent to 4.5 percent; poultry and egg prices are projected to rise 3 percent to 4 percent; and pork prices are expected to rise 2.5 percent to 3.5 percent in 2013, the agency said.

"In 2013 as a result of this drought we are looking at above-normal food price inflation. ... Consumers are certainly going to feel it," USDA economist Richard Volpe said.

Normal grocery price inflation is about 2.8 percent, he added, so even at the low end of the projected range people will see their grocery expenses rise more than usual next year. The USDA kept its projected food price increase for 2012 steady at 2.5 percent to 3.5 percent.

The figures are the agency's first food price projections to factor in the drought, though farmers and others have been warning that prices will rise. The drought has sent corn, soybean and other commodity prices soaring in recent weeks as fields dry out and crops wither across much of the country's midsection.

Volpe said the drought is not expected to affect prices for fruits and vegetables. Most of those crops are irrigated. The USDA is projecting an overall 2 percent to 3 percent increase for all fruits and vegetables next year, the same as it expects this year.

USDA economists were aware of the drought a month ago when they did their last projections but didn't know how bad it would get, Volpe said.

"This drought was a surprise for everybody," Volpe said. "The USDA was forecasting a record year for the corn crop until this drought materialized. Now we're not going to get that."

Poultry prices will be the first to rise because of the drought because chickens and turkeys need only a few months to grow to market size, he said. Beef and pork take longer, and the agency actually revised its beef price projection for 2012 downward because producers are sending more cattle to the market at the moment as they reduce their herds in response to the drought, he said.

Meat and poultry prices are the most affected because feed prices represent the biggest part of their cost of production. Processed food prices are less affected by changes in commodity prices because ingredients typically make up just a fraction of their production costs.?

In St. Louis, Wednesday was the 16th day of triple-digit heat, and in Chicago residents not only faced the heat but also power outages from strong storms. NBC's John Yang reports.

Often times what prompts us to commence an exercise regime is the extra few inches round the waistline or a tightness when we try to get into a certain pair of jeans or trousers that we haven?t worn for a while. This tends to be where men store excess body fat, whilst for women it is around the hips and buttocks.?The wardrobe epiphany can then precipitate a rush to exercise too intensely or perhaps more dangerous to huge caloric restriction. But although excess calorie intake does have a huge impact on our weight and fat accumulation there are reasons why we deposit fat in specific areas and the purpose of this blog is to demonstrate how two hormones determine how much and where we lay down body fat.?

The Endocrine System and Hormonal Response.

The endocrine system plays a part in where we lay down fat and the two hormones that determine how much and where you will lay down bodyfat are insulin and cortisol. By management of these two hormones you can limit the amount of bodyfat you lay down around your stomach area.?In one respect cortisol is a vital hormone because it helps regulate the metabolism of fat, protein and carbohydrates. Cortisol however is also responsible for telling your body to store fat, for increasing your appetite and for despositing fat around your middle.?

Cortisol is a stress hormone that can be traced back to our evolutionary response to danger. When your brain thinks that your life is under threat it stimulates the adrenal glands to release the hormones adrenaline and cortisol. Adrenaline helps you become alert and focused and the cortisol increases levels of fats and sugar in the bloodstream to fuel your physical response.?Our busy modern lifestyles and long work hours with little rest has resulted in us becoming stressed and this often results in a constant low-grade release of cortisol. Stress comes in many different forms and cortisol can be produced by emotional and dietary stress resulting from poor eating habits, lack of sleep, excessive intake of alcohol and stimulants such as caffeine, sugar and tobacco.?

When we produce excess cortisol we end up with a surplus of fat and sugar in the bloodstream, we then produce insulin in response to the increased sugar in the bloodstream. Insulin is responsible for sending sugar to fuel the brain, stowing sugar into cells and helping decrease blood sugar levels. Fat cannot be stored in cells without the presence of insulin. The reason why fat targets your middle is because it is close to your liver where it can be quickly converted to energy if needed. Abdominal fat cells also have four times more receptor cells for cortisol then anywhere else in the body so you are naturally programmed to lay down any excess fat here.

When the body is consistently producing too much cortisol and insulin then the cells begin to respond less effectively to insulin, the result is consistently high blood sugar levels. This is known as insulin resistance and is the first step towards developing type 2 diabetes. Stress leads to high levels of cortisol, high levels of cortisol lead to insulin resistance and insulin resistance can lead to diabetes and heart disease. If you hold fat around the middle then you have a higher chance of becoming insulin resistant and should take the necessary dietary and lifestyle measures to lose that fat. In part 2 of this two part blog we shall turn to measures that will help reduce this hormonal yo-yo effect and ?help reduce the fat around your middle.
